Utility relocation is under way at 21st Street and I-44. The utliity lines on the north side of 21st Street are being relocated to the north of the bridge project so they will be out of the way when construction begins in 1989. The two steel utility towers on the left have been abandoned and will be removed in the near future. The bridges will be replaced, but no widening is planned on 21st Street. The street was widened through the area in 1984-85 through a project funded by the 1980 sales tax. Photograph taken November 1, 1988.
