The project involves widening the section of 21st Street to four lanes, including an alternating left-turn lane in the center, as well as new bridges at Mingo Creek and modifications at 21st Street and Memorial Drive. Work began on 21st Street in the spring of 1984 and was completed in April 1985.
The project is the second-to-last street project to be built from the 1980 sales tax package. The final project is the 31st Street and Memorial Drive intersection.
