Construction has begun at 21st Street and Utica Avenue with the installation of a storm sewer on the south side of 21st Street. Most of the project's right of way was acquired on the south side of 21st, so the north side of the street will be relatively unaffected. New traffic signals have been installed for northbound and westbound traffic. The northbound left-turn signal is in "restricted" mode at this time but will become a "yield" signal when the project is completed. The median with the chain-link fence has been removed.
