Description	Scaffolding is being installed on the 21st Street bridge ramp that will allow workers to pour the upper portion of the ramp. Eventually, a wooden box structure will be installed on top of the poles, and this will form the base for the concrete box structure that will be the elevated ramp. Photograph taken September 8, 1984.
