Construction on the 21st Street bridge has been slowed in recent weeks due to an Arctic blast that invaded Tulsa and sent temperatures plummeting into the single digits for highs and sub-zero readings at night. Warmer weather has returned to the area, and work is resuming on the second pier of the 21st Street bridge, which can be seen on the east bank of the river.
