Traffic at 21st Street and Peoria Avenue flows quite well, which may be attributed to the fact that left turns are banned for three of the four directions, and southbound motorists have a timed left-turn signal that operates briefly at the beginning of a light cycle. As recently as 1981, traffic on 21st Street had peak-hour no-left-turn signs. At that time, the no-left-turn signs became effective for all hours on 21st Street (while retaining the ban for northbound traffic on Peoria Avenue), which prevents motorists from turning left onto any major street between Lewis Avenue and Riverside Drive, a distance of about two miles. The 21st Street inconvenience was relieved, to an extent, in 1982 following completion of a widening project at 21st Street and Utica Avenue that added left-turn lanes and removed the no-left-turn signs at that location. No improvements are planned at this intersection. The intersection is four lanes on each approach, with westbound traffic having a right-turn lane. There is a pedestrian signal for the north-south sidewalk on Peoria Avenue's east side. The intersection has homes on two corners, an apartment complex on the northeast corner and Woodward Park/Tulsa Rose Garden on the southeast corner. Photo taken April 1985.
