Traffic at 15th Street and Harvard Avenue improved following conversion of the traffic signal to the yield system in the fall of 1984. Motorists now can turn when traffic clears instead of having to wait for the light to do its cycle. The new signal system also works better than its predecessor, which often flickered and didn't work on some occasions. The new system is electronic, so those problems should be history.
