One of Tulsa's roughest streets has become one of the smoothest following a major reconstruction project. The project, which was funded by the 1991 sales tax, consisted of rebuilding Harvard Avenue from just south of Pine Street to Apache Street, including the Pine Street approaches at Harvard Avenue. A median along Harvard Avenue was removed, and sidewalks were built. The old pavement was full of patched areas and holes. One section of the northbound lanes near Celia Clinton School was so bad that it was rebuilt by the city in 1987. That pavement also was replaced in this project.
