Traffic flow improved at the 21st Street and Garnett Road intersection following completion of a widening project in 1975. The project involved widening the intersection to four lanes on each approach with left-turn lanes on each approach and right-turn lanes for all but northbound traffic. Twenty-First Street also was widened to four lanes with a left-turn median between the Mingo Valley Expressway and Garnett Road. Prior to the green-arrow conversion in 1979-80, the intersection had straight green arrows in place of the solid green lights, and the green right-turn arrows operated simultaneously. A second conversion occurred in 1981 that replaced the "restricted" left-turn signal with the "yield" system. The right-turn arrows remain for all four directions, even though northbound traffic does not have a right-turn lane. Except for 21st Street to the west, the other approaching streets are two lanes.
