Until 1981, this intersection was a congestion hotspot for motorists traveling 21st Street in the area. The street was two lanes and had a stop sign for 101st East Avenue. The 1977 bond issue provided funds to widen 21st Street from the Mingo Valley Expressway to just east of I-44 and improving the 101st East Avenue intersection, which received left-turn lanes on 21st Street and a northbound right-turn lane on 101st East Avenue, which also was widened between 21st and 22nd streets. Construction began in the summer of 1980 and was completed in the spring of 1981. Traffic in the area received an additional boost in 1985 with the completion of widening 21st Street to four lanes with a left-turn median between Memorial Drive and 99th East Avenue.
