Some preliminary utility work is under way at 51st Street and Garnett Road, which could be a precursor of better things to come at the congested intersection. Crews are installing a pipe along the west side of Garnett Road, and survey stakes have been placed along 51st Street. There is no indication of relocating the above-ground utilities. Meanwhile, congestion continues in the area, with Garnett Road traffic usually crawling through the intersection during the afternoon. Photograph taken January 15, 1988.
