Court order designating Tulsa a second-class city, July 28, 1903.
Text reads: "UNITED STATES OF AMERICA, WESTERN DISTRICT, INDIAN TERRITORY. The United States Court Sitting at Muskogee, I.T. C.W. Raymond, Judge. In the matter of the application of the Incorporated Town of Tulsa, I.T. to be made a city of the second class. Order of Court.
The proper application having been duly made by the Incorporated Town of Tulsa, I.T., through its attorney, H.J. Collins, supported by the resolution of the town council of the said town, so provided for in Section 727 of Mansfield's Digest, and it appearing to the satisfaction of ... that the proper ... and that the said town has a present population of more than twenty-five hundred people, and that all of the provisions of law governing the matter have been complied with, and that the said town is justly entitled to all the rights and benefits of a city of the second class: It is hereby ordered and... that the said town of Tulsa, I.T. be, and the town is hereby declared a CITY OF THE SECOND CLASS with all the rights and privileges there in to belonging under the laws in force and governing such matters within the jurisdiction. July 28, 1903."
